What is QC080000:

QC 080000 is the internal technical standard number of IEC. QC 080000 is currently the only implementation standard for IECQ-HSPM system certification. This standard is written by IEC based on the EIA/ECCB-954 standard, and is therefore one of the international standards of the IEC system. The second edition of this standard was issued in October 2005 and immediately became the implementation guideline for IECQ-HSPM. Enterprises must meet all the requirements of the QC 080000 standard and pass the review of IEC authorized supervision agencies (SI) in order to pass the IECQ-HSPM system certification and obtain the certification certificate.

Background:

Many current or pending regulations worldwide require the elimination of a range of identified hazardous substances, including lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls, and polybrominated biphenyl ethers in electronic and electrical products. However, there are various regulations that require the control of hazardous substances, and customers have varying requirements for hazardous substances. To solve this problem in a constant and ever-changing manner, authoritative standards or specifications must be introduced worldwide, so that all relevant parties have a unified and clear compliance standard, in order to minimize technical barriers to international product trade. To address the issue of standardized management of hazardous substances mentioned above, IEC has commissioned its Electronic Component Quality Assessment Committee (IECQ) to develop a specialized Hazardous Substance Process Management (HSPM) standard - 'Standards and Requirements for the Reduction of Hazardous Substances in Electronic and Electrical Components and Products (EIA/ECCB-954)', And special procedural rules have been developed for the certification of this process management system - 'Hazardous Substance Process Management Requirements (QC001002-5)', providing authoritative choices for hazardous substance management and certification.

Introduction to IEC and IECQ

IEC, abbreviated as the International Electrotechnical Commission, is a non-governmental international organization officially established in 1906. It is the world's earliest professional international standardization organization responsible for international standardization work in the field of electrical and electronic engineering, and closely cooperates with international standardization organizations in the formulation of standards.

IECQ, also known as the International Electrotechnical Commission's Electronic Component Quality Assessment System, is a subsidiary of the International Electrotechnical Commission and the only approval and certification body worldwide that conducts comprehensive quality assessment of electronic components. It is responsible for quality assessment of electrical products, materials, and production processes. It is the first international certification organization within IEC and ISO to achieve internationalization of specific product quality certification. The purpose of IECQ is to establish an international authoritative management organization, formulate unified technical standards, and implement quality assessment procedural rules. Based on the standards, comprehensive inspection and approval of the technical capacity and management level of the production plant are carried out according to the procedural rules.

IECQ-HSPM system

The IECQ-HSPM system, also known as the IECQ Hazardous Substance Process Management System, is based on the EIA/ECCB-954 standard, which is the 'Standards and Requirements for the Reduction of Hazardous Substances in Electronic and Electrical Components and Products'. The relationship between IECQ-HSPM and EIA/ECCB-954 standards is similar to the relationship between ISO quality management system and ISO9001:2000. The EIA/ECCB-954 standard is based on ISO9001:2000, rather than what we may think of as ISO14001. Because the system requires defining EU regulations and customer requirements as quality related characteristic requirements of products, ISO 9001:2000 can better ensure compliance with EU regulations from the perspective of process management and system.

The IECQ-HSPM system is a hazardous substance process management system established based on the concept of process management. One of the main ideas of this system is to emphasize the application of a universal 'process management' model to address the diversity of hazardous substance management requirements (including EU requirements) for different enterprises and products. The standard is based on a common point: enterprises need to identify and establish a Hazardous Substance Reduction (HSF) process, and achieve the organization's prescribed hazardous substance process management policies and objectives by managing and maintaining such processes. Other technical requirements should be implemented through means such as testing or process control, so that a universal process management standard can be applied to all organizations that wish to meet EU requirements through a management system.

As a management system, like other management systems, the IECQ-HSPM system must first establish HSF policies and objectives, then achieve them by identifying and controlling the required processes, run the processes by providing resources, understand the status of products, process capabilities, suitability, adequacy, and effectiveness of the system through monitoring of products, processes, and systems, and improve and continuously improve the system, Form a complete PDCA closed-loop.
